She didn't simply want her son to be the next emperor. She wanted him to be her puppet. She encouraged him to be ignorant, to indulge in his hobbies rather than his lessons. She told him she would take care of everything. By the time he started wanting to do things for himself he didn't even know where to start, and she shut him down. All she wanted was power for herself. She is absolutely a villain.Yes the emperor is a great villain, maybe greater in someways because he could see through her and he let her do it. He could have said something to Astana, but he let the queen play her games because it allowed him to keep manipulating her family. And in some ways I understand it. He's alone surrounded by people who could decide at any moment to overturn him if they decide he's interfering in their business too much. He's actually quite smart and very good at keeping the people with the power to overturn him focused on each other instead of himself. But yeah definitely a villain too even if it's born from a complete inability to trust anyone (which in his case isn't paranoia).
